According to the Stockholm Convention, persistent organic pollutants (POPs) are toxic, resistant to degradation, can bioaccumulate, and are transported through air, water, and migratory species across international boundaries and deposited far from their releasing areas, where they accumulate in terrestrial and aquatic ecosystems.

Australia has placed controls on the import, manufacture, use and export of these chemicals. Over time, more POPs have been added to the annexes of the Convention. The Stockholm Convention on POPs, which was opened for signatures in May 2001 and entered into force on 17 May 2004. These instruments establish strict international regimes for initial lists of POPs (16 in the UNECE Protocol and 12 in the Stockholm Convention). Both instruments contain provisions for adding additional chemicals to these lists.

International water law developed quite slowly until the middle of the 20th century. Treaties that focused on water allocation and use issues primarily gained momentum after 1930 (McCaffrey, 2013). There are two highly relevant international water conventions for transboundary water cooperation.

Australia ratified the Stockholm Convention in 2004. At this time, the Convention listed twelve POPs.
